La FAPE exige la entrada de periodistas extranjeros en la Franja de Gaza

La Federación de Asociaciones de Periodistas de España (FAPE) emite este manifiesto en el que se exige el inmediato levantamiento de las restricciones a la libertad de información que el Gobierno de Israel ha impuesto impidiendo que periodistas y medios de comunicación puedan entrar en la Franja de Gaza; para que periodistas, responsables de medios de comunicación, profesionales de la prensa, escritores, intelectuales y ciudadanos en general se adhieran a él y ayuden a su difusión. Como responsables de medios de comunicación independientes, profesionales de la prensa de referencia y escritores e intelectuales que nos expresamos en diarios, noticiarios y emisiones de todo el mundo, nos dirigimos al gobierno de Israel para exigirle el inmediato levantamiento de las restricciones a la libertad de información que ha impuesto impidiéndonos entrar en la Franja de Gaza, un territorio que no es de su soberanía y que mantiene sometido a un asedio militar desde 2007.

Nuestra voluntad al reclamar un derecho que es de todos los ciudadanos sin distinción de nacionalidad ni de creencia, y a cuyo servicio nos encontramos en virtud de la profesión que hemos elegido, no es otra que ofrecer un testimonio veraz e independiente de cuanto está sucediendo en Gaza a raíz de la respuesta de Israel a los atentados perpetrados por Hamas el 7 de octubre de 2023. Dos millones y medio de civiles palestinos se encuentran atrapados entre los bombardeos de Israel, cuya intensidad no tiene parangón en la historia, y la numantina determinación de resistir de Hamas. Sabemos de la existencia de rehenes israelíes y también de decenas de miles de víctimas palestinas. Además, tenemos noticia, por nuestros colegas gazaties, muchos de ellos muertos ejerciendo su profesión, de la destrucción de hospitales, escuelas e infraestructuras esenciales para la supervivencia de la población de Gaza. La ayuda humanitaria y de primeros auxilios está siendo deliberadamente retenida.

El deber que nos incumbe y que Israel nos está impidiendo cumplir no es juzgar estas y otras acciones, sino informar rigurosamente de ellas, de sus responsables y de sus consecuencias. Afirmar que lo hace por nuestra seguridad es una excusa, no un argumento, porque cada periodista sabe lo que corresponde poner en juego cuando, como en Gaza, su testimonio se convierte en la última frontera entre la humanidad y la barbarie. Si Israel nos sigue impidiendo defenderla, habrá elegido cuál de los dos lados es el suyo.

As heads of independent media outlets, professionals from quality press and writers and intellectuals who express ourselves in newspapers, newscasts and broadcasts around the world, we are writing to the Israeli government to demand the immediate lifting of the restrictions on freedom of information that it has imposed by preventing us from entering the Gaza Strip ー a territory that is not under its sovereignty and which Israel has kept under military siege since 2007.

Our desire in claiming a right that belongs to all citizens without distinction of nationality or belief, and which we serve by virtue of our chosen profession, is none other than to provide a truthful and independent account of what is happening in Gaza in the face of Israel’s response to the attacks perpetrated by Hamas on 7 October 2023. Two and a half million Palestinian civilians are caught between Israel’s historically unparalleled intensity of bombardment and Hamas’s dogged determination to resist. We are aware of the situation of Israeli hostages and the tens of thousands of Palestinian casualties. In addition, we know from our Gazan colleagues, many of whom have died in the line of duty, of the destruction of hospitals, schools and infrastructure essential to the survival of the people of Gaza. Humanitarian and first-aid aid is being deliberately withheld.

The duty incumbent upon us and which Israel is preventing us from doing is not to judge these and other actions, but to report rigorously on them, their consequences and on those accountable for them. Claiming to do so for our safety is an excuse, not an argument, because every journalist knows what is at stake when, as in Gaza, his or her testimony becomes the last frontier between humanity and barbarism. If Israel continues to prevent us from informing, it will have chosen which of the two sides is its own.

En tant que responsables de médias indépendants, professionnels de la presse de qualité, écrivains et intellectuels qui s’expriment dans les journaux, les journaux télévisés et les émissions du monde entier, nous nous adressons au gouvernement israélien pour exiger la levée immédiate des restrictions à la liberté d’information qu’il a imposées en nous empêchant d’entrer dans la bande de Gaza, un territoire qui n’appartient pas à sa souveraineté et qu’il maintient en état de siège militaire depuis 2007.

En revendiquant un droit qui appartient à tous les citoyens sans distinction de nationalité ou de croyance, et que nous servons en vertu de la profession que nous avons choisie, notre désir n’est autre que d’offrir un compte rendu véridique et indépendant de ce qui se passe à Gaza à la suite de la réponse d’Israël aux attaques perpétrées par le Hamas le 7 octobre 2023. Deux millions et demi de civils palestiniens sont pris en étau entre l’intensité historiquement inégalée des bombardements israéliens et la détermination acharnée du Hamas à résister. Nous savons qu’il y a des otages israéliens et des dizaines de milliers de victimes palestiniennes. En outre, nos collègues gazaouis, dont beaucoup sont morts dans l’exercice de leurs fonctions, nous ont appris la destruction d’hôpitaux, d’écoles et d’infrastructures essentielles à la survie de la population de Gaza. L’aide humanitaire et les premiers secours sont délibérément bloqués.

Le devoir qui nous incombe et qu’Israël nous empêche d’accomplir n’est pas de juger ces actions ou d’autres, mais d’informer avec rigueur à leur sujet, ainsi qu’au sujet de leurs conséquences et des personnes qui en sont responsables. Prétendre qu’il le fait pour notre sécurité est une excuse, pas un argument, car tout journaliste sait ce qui est en jeu lorsque, comme à Gaza, son témoignage devient la dernière frontière entre l’humanité et la barbarie. Si Israël continue à nous empêcher d’informer, il aura choisi à quel camp il appartient.

نحن، رؤساء مؤسسات إعلامية مستقلة، وصحفيون محترفون، وكُتّاب ومثقفون نُعبّر عن آرائنا عبر الصحف، ونشرات الأخبار، والبرامج الإذاعية والتلفزيونية في مختلف أنحاء العالم، نطالب الحكومة الإسرائيلية بالرفع الفوري للقيود المفروضة على حرية الوصول إلى المعلومات، والمتمثلة في منع دخول الصحفيين الدوليين إلى قطاع غزة. إن قطاع غزة، الذي لا يخضع للسلطة الإسرائيلية وتُفرض عليه حالة حصار عسكري منذ عام 2007، يشهد تطورات خطيرة تتطلب تغطية إعلامية ميدانية مستقلة وشفافة. وإن منع الصحفيين من الدخول إلى القطاع يُعد انتهاكًا صريحًا لحق الصحافة في الوصول إلى المعلومات، ويحول دون نقل صورة دقيقة وموثوقة لما يجري على الأرض إلى الرأي العام العالمي.

نؤكد أن الصحافة الحرة هي ركيزة أساسية لأي مجتمع ديمقراطي، وأن تقييد عملها بذريعة «الاعتبارات الأمنية» لا يمكن أن يُبرر في ظل الحاجة الملحة إلى نقل الحقائق. ومن هنا، فإننا نطالب برفع هذا الحظر فورًا، لتمكين الإعلام المستقل من أداء دوره المهني والإنساني في تغطية الأحداث ونقل الحقيقة إلى العالم، بلا قيود أو عوائق.
إننا نطالب بحق أساسي يكفله القانون لجميع البشر دون تمييز في الجنسية أو العقيدة، وهو الحق في الحصول على المعلومة، والذي نؤديه انطلاقًا من مسؤوليتنا المهنية والأخلاقية كصحفيين. إن هدفنا ليس سوى نقل رواية صادقة، دقيقة، ومستقلة عمّا يحدث في قطاع غزة، في أعقاب الرد العسكري الإسرائيلي على هجمات حركة حماس في 7 أكتوبر 2023.
اليوم، يعيش أكثر من مليونين ونصف المليون من المدنيين الفلسطينيين في وضع مأساوي، محاصرين بين قصف إسرائيلي غير مسبوق في شدته، وبين إصرار حركة حماس على المقاومة. ونحن نعلم بوجود رهائن إسرائيليين، إلى جانب عشرات الآلاف من الضحايا الفلسطينيين الذين سقطوا جراء التصعيد. وقد نقل إلينا زملائنا في غزة – الذين فقد عدد منهم حياته أثناء تأدية واجبه – مشاهد الدمار التي طالت المستشفيات، والمدارس، والبنى التحتية الحيوية لبقاء السكان. كما أبلغونا بأن المساعدات الإنسانية والإغاثة الطبية تُمنع بشكل متعمد من الوصول إلى السكان المحتاجين.

إن الواجب المهني والأخلاقي الملقى على عاتقنا – والذي تمنعنا إسرائيل من أدائه – لا يتمثل في إصدار الأحكام على ما يحدث، بل في نقل الوقائع بمهنية وموضوعية، بما يشمل نتائجها، والجهات المسؤولة عنها. أما الادعاء بأن هذا المنع يأتي حرصًا على سلامتنا، فهو ذريعة لا تقوم على حجة حقيقية؛ إذ يدرك كل صحفي، تمام الإدراك، ما ينطوي عليه عمله من مخاطر، خاصة عندما تصبح الشهادة الإعلامية، كما هو الحال في غزة، الحدّ الفاصل الأخير بين الكرامة الإنسانية والانحدار نحو الهمجية.
وإذا استمرّت إسرائيل في منع الصحفيين من القيام بمهامهم، فإنها بذلك تكون قد اختارت التعتيم على الحقيقة، والانحياز إلى قمع المعلومة بدل كشفها..
